OUTCOME AGREEMENTS:
TOWARDS OUTCOME-BASED ACCOUNTABILITY As part of a new approach to funding Councils and monitoring their performance, the Scottish Government has indicated that it wants to move to outcome-based performance frameworks, as part of Single Outcome Agreements. Not only does this require a change in the way that Councils prepare future delivery plans and budgets, but it will increase the need for research and information gathering. In particular, in identifying specific outcomes, it will be necessary to have sound information on which to base the priorities and to be able to provide baseline data for any targets. More robust and timely methods of gathering information on performance indicators will be also needed for reporting on the success in achieving outcomes. Finally, there is likely to be a shift towards the collection and analysis of small area data. Good research and intelligence gathering will be vital. This seminar will provide participants with the opportunity to find out about the implications of the adoption of a full-blown output-based approach to Council planning and budgeting for research and intelligence gathering. It will also provide an opportunity for networking and sharing experiences. So in addition to formal presentations, there will be a breakout session, where there will be discussions on three issues relating to (i) problems with developing performance and outcome indicators, (ii) the implications of outcome-based planning for future research and intelligence gathering and (iii) the skills needed by researchers to operate in the new environment. WHO WAS IT FOR? The seminar will be of interest to public sector researchers and research
managers, policy officers with an interest in evidence-based policy and
practice and managers with responsibility for research and information.
